Changes to the Rules and Regulations for Professional Engineering, Effective July 1, 2020.

The most significant change is that effective July 1, 2020, RI will begin issuing licenses to new and pending applicants in 9 new disciplines. Currently recognized disciplines: Civil, Chemical, Electrical, Mechanical, Structural, Environmental, and Fire Protection. Newly recognized disciplines: Agricultural and Biological Engineering, Architectural Engineering, Control Systems, Industrial and Systems, Metallurgical and Materials, Mining and Mineral Processing, Naval Architecture and Marine, Nuclear, and Petroleum.

The other significant change is that the fee for EIT applications has been simplified and all applicants must now submit a $25 fee effective July 1, 2020.

2020 Certificate of Authorization Renewal

Renewal notices will be sent out via email only. The deadline to renew is JUNE 30, 2020. This is a hard deadline you are responsible for meeting.

You will only be able to renew once you receive the renewal email. It is very important the department has your current email address. If your contact information has changed, please log into your account at elicensing.ri.gov/ using your User ID and Password. If you do not have a User ID and Password, please email Virginia Porter at virginia.porter@dbr.ri.gov.

Professional Engineering Examination Applicants

Please refer to Professional Engineering By Exam General Information, Guidelines & Policies. FE Candidates no longer need to apply to the Board prior to sitting for the FE exam.

Examinees who were approved to take the paper and pencil exam April 2020 will be automatically approved by NCEES for the October 2020 administration.

The October 2020 paper and pencil exam administration will be administered over two days – Thursday, October 22 and Friday, October 23. Exams must be administered on the day assigned as follows:

NCEES Exam Administration Services for October 2020

Authorization notices will be emailed to candidates, which should be printed out and brought to the exam.

Electronic Signatures/Seals

The State adopted the Uniform Electronic Transactions Act ("UETA") that allows state agencies to determine whether or not to give legal effect to electronic records. As a result of the ("UETA") the Board of Registration for Professional Engineers is offering guidance to its registrants regarding electronic signatures/seals. Registrants will be allowed to use electronic signatures/seals on submissions to governmental entities that accept electronic signatures/seals as allowed by UETA.
Registrants should use best practices when using electronic signatures/seals.
Registrants should review the feasibility of using encryption services to protect the integrity of the registrants' electronic signatures/seal.

Individual Professional Engineers Registration - Not Enough

Important Reminder to Registered Professional Engineers - Each entity that practices or offers to practice engineering in Rhode Island must hold a current Certificate of Authorization. This required "COA" is in addition to the individual's registration stamp. Check to make sure that your firm (whether sole proprietorship, corporation, partnership or LLC) has a current COA. Contact the Board of Examination and Registration of Professional Engineers with any questions.
